Abstract
This research aims to reveal the legislative rules in the Holy Quran, as the Quranic rules represent a way of life for a Muslim who follows them. The study defines Quranic legislative universals, explains their importance, characteristics, controls, types, and methods of presentation in the Holy Quran, using the inductive and deductive analytical methodology.
