This research aims to reveal the legislative rules in the Holy Qur’an, as the Qur’anic rules represent a way of life for a Muslim in every time and place, and in all different environments and societies, and in all circumstances and conditions.

This research was divided into seven demands. In the first, I dealt with the legislative rules in terms of their meaning and concept, and in the second, I talked about their importance in accommodating many developments. In the third, I mentioned the characteristics of the legislative rules that distinguish them from rules and controls, and in the fourth. The talk was about its controls so that what is not included in it, and in the fifth requirement, I showed that legislative rules are of two types, general legislative rules and special legislative rules, and concluded in the sixth requirement by talking about the methods of presenting them in the Holy Qur’an, and in the last demand I spoke about the relationship of legislative rules with the purposes of legislation.

One of the most important results of the research was that the faculties are general, legislative rules that require a definite legal ruling and purpose, or close to categorical, that apply to all its members and parts in terms of consistency, immersion and finitude, and the extent of their importance, as they summarize many of the jurisprudential issues that may take dozens of volumes in brief phrases that may be a verse. Qur’anic, which is what the research focuses on, such as a college-29  :البقرة   (هُوَ الَّذِي خَلَقَ لَكُمْ مَا فِي الْأَرْضِ جَمِيعًا ثُمَّ اسْتَوَى إِلَى السَّمَاءِ فَسَوَّاهُنَّ سَبْعَ سَمَاوَاتٍ وَهُوَ بِكُلِّ شَيْءٍ عَلِيمٌ)  or a prophetic hadith, such as a college: (no harm or harm) or a brief phrase such as a college: (hardship brings ease), and that the characteristics of colleges are: the characteristic of generality peremptory or close to categorical, whether from the point of view of transmission, or from the point of view of semantic,

or from the point of view of induction, and that among its controls is that there is no correct partial text that explains the college, and if it is found, then it is not valid to infer the college, and its implementation should not depart from The requirements of the language and the rules of interpretation, and with all of the above, distinguishes between the rule that is a majority and the rule that is definitive, comprehensive, and steady, and does not accept specification or exception, and that the methods of the Qur’an in presenting the legislative colleges are diverse, including colleges that came on the lips of the messengers and prophets, or within their characteristics and position, or came as a tale. About what is in their books and laws, and all these formulas and methods are intended for education, guidance and legislation, and colleges came in descriptive formulas for the conditions and models of people, whether they are praise or disparagement, and the rules may come in declarative formulas in the form of principles and rules, and they may come in explicit formulas in order or prohibition, and it has The report comes on the overall meanings of supplications, and we showed that there is a close connection between the legislative rules and the purposes of the legislation through the examples we mentioned.
