This research addresses the concept phase of engineering projects from an Islamic perspective, identifying it as the foundational step for all subsequent project stages. The study aims to emphasize the importance of adopting a Sharia-based framework that integrates Islamic values with engineering principles to achieve public benefit. Using the inductive approach, the research examines relevant Quranic verses and Prophetic traditions, correlating them with contemporary engineering concepts while analyzing priority jurisprudence and the principle of “No harm and no reciprocating harm.” The study underscores the necessity of adhering to Sharia objectives and priorities throughout planning and implementation phases, starting with the project concept to balance engineering innovation with social responsibility, thereby enhancing project efficiency and societal relevance.
